Procurement Specialist/Category Manager

This is a Permanent, Full Time vacancy that will close in {x} days at {xx:xx} BST.

The main purpose of this role is to be a Business Partner to the sites Cell and Gene Therapy (CGT) Catapult Stevenage Manufacturing Innovation Centre leadership team.

Key Accountabilities:

  • Maintain and develop of Contract and New Project registers for Business Services, ensuring that stakeholders have input to the registers for their departmental areas.
  • Deliver procurement activities for other business streams as required
  • Working with the Business Services function leaders develop and maintain a robust procurement plan
  • Increase the competency levels of operating unit staff in procurement
  • Maintain and develop SOP for the Business Stream
  • Mentoring and advising the procurement team on how to carry out compliant PCR2015 procurement processes
  • Delivering a range of category objectives, including financial savings and optimisation of the P2P process, framework use, and Supply Chain improvements
  • Drafting of specifications, selection criteria, questionnaires, contract schedules and other documentation
  • Managing e-sourcing and other purchasing systems, data, reports and records
  • Preparation of evaluation briefs and evaluation models
  • Responding to bidder queries
  • Contribution to Value Teams evaluation
  • Preparing reports and proposals; updating spreadsheets and general records


  • Minimum of 10 years purchasing experience (required)
  • Public Sector Procurement (PCR2015) experience (required)
  • Public and Private Sector Procurement experience (preferred)
  • Experience with construction and engineering projects (preferred)
  • A good understanding of e-procurement systems (preferred)
  • Managing contracts register and working with business stakeholders to define and deliver a procurement plan (preferred)
  • A thorough understanding, awareness and experience of handling tenders and framework call off in line with PCR015 (required)
  • A working awareness of the Data Protection Act, Freedom of Information Act and Transfer of Undertaking for the Protection of Employees (preferred)

  • Experience of working on purchases funded by government grants such as ERDF, Horizon funds, LEP and Innovate UK grants
  • Willingness to travel (driving licence desirable)

Education / Qualifications:

  • CIPS Graduate Diploma in Purchasing & Supply Level 5 or working towards this accreditation (preferred)
  • Educated to at least A level or HND possesses relevant work experience.
