Project Overview:

This project aims to modernises urban water and wastewater infrastructure in Fiji’s Greater Suva Area to support population growth and protect the environment by reducing non-revenue water, expanding the Kinoya Wastewater Treatment Plant, and strengthening workforce capacity through a regional training programme.

The objective of the Project Implementation Support Consultant (PISC) assignment is to provide Water Authority of Fiji (WAF) Infrastructure Delivery Unit (IDU) with project implementation support services to ensure that the project outputs are effectively implemented on schedule, in compliance with the project’s loan and grant covenants. This contract will provide support to the following outputs and the respective locations: Output 1: Performance Based Contract is along the Suva-Nausori Water Supply System in the Central Region of Viti Levu. Output 2: Kinoya Wastewater Treatment Plant in the Nasinu area within the Central Region of Viti Levu. Output 3: Water academy which is to be located in Lautoka area in the Western.

We are currently seeking an experienced Team Leader with a minimum of 15 years' post-graduate experience to join our team for the delivery of these services. The ideal candidate will bring proven leadership in the delivery of complex infrastructure projects, strong contract administration skills, and the ability in managing multidisciplinary teams, ensuring quality control, compliance, and efficient progress across all phases of the project. This is a unique opportunity to be part of a transformative infrastructure project with significant national impact and the chance to build lasting capacity within a growing infrastructure programme in South Pacific.

Main Duties and Responsibilities:

  • Liaison with the other members of the PISC Team;
  • Reporting to Employer’s Representative;
  • Coordination and communication with WAF, ADB and other consultants involved in the project implementation.
  • Overseeing compliance with project covenants, assurances, and the Project Administration Manual (PAM).
  • Overall management of the consultant team and delivery of outputs.
  • Liaise with supervision consultants to conduct inspection and report on quality and quantity of supplied equipment and materials and construction works.
  • Certify that the works are completed according to the specifications and design before settlement of bills
  • Ensure timely submission of payment request with necessary supporting documents.
  • In project quarterly monitoring report provide progress of civil works, performance on supervision consultants and highlight any critical issues and proposed remedial actions.
  • Undertake regular field visits to all project sites to monitor implementation and supervision of project physical works, to confirm that specified quality, safety and environmental standards are being achieved and contribute to resolving any QA issues arising
  • Assist to manage/participate in programs for on-site audit checks during the execution of physical works (construction and maintenance), of quality control, and provide advice on remedial actions as required)
  • Deliver independent site audit report on the quantities and quality of works certified by design and supervision consultants.
  • Maintaining a culture of continuous improvement across all aspects of the working environment and projects;
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves;
  • Perform other such duties as may be reasonably required.

Knowledge, Skills and Experience Required:

  • Degree in civil engineering, environmental science, or related discipline.
  • Minimum of 15 years of experience in similar water supply and wastewater management projects;
  • Demonstrated experience as a Team Leader managing multidisciplinary teams;
  • Experience working in developing countries is required, while experience working in the Pacific is highly advantageous.
  • Previous experience managing infrastructure projects financed by Multilateral Development Banks (MDBs) (e.g., ADB or World Bank) is highly advantageous;
  • Excellent knowledge of spoken and written English;
  • Excellent communication, reporting and computer skills; 
  • Experience on Contract Conditions such as FIDIC Gold Book is desirable;
  • Member of Professional Institution / Registered Engineer;
  • Competent in office packages, Microsoft, excel PowerPoint etc.;
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently;
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team;
  • Strong cultural awareness and understanding of working in developing countries;
  • To have an agile and “Can Do” mindset;
