Role purpose 

The role of the Chief Risk Officer (Europe) has the following key dimensions for NorthStandard EU DAC (NorthStandard EU) and, where applicable, the NorthStandard Group:  

  1. Strategy and change: Support development of the NorthStandard EU strategy with risk input and provide challenge on any strategy or plans.  

  1. Risk management framework: Develop and maintain the NorthStandard EU risk management framework, with appropriate alignment with the Group’s risk management framework.  

  1. Risk & Compliance Department: Support the leadership of Group’ s Risk & Compliance department in the discharge of its duties.  

  1. Relationship management: Ensure effective relationship management with key stakeholders.  

  1. Regulatory roles: To maintain the Head of Risk PCF-14 role for NorthStandard EU under the Central Bank of Ireland Fitness and Probity Regime.  

This role will a member of the NSEU Leadership Team and the Group Risk and Compliance leadership Team.

What will you be doing? 

The key role responsibilities, across the key dimensions, with specific focus NorthStandard EU are as follows: 

Strategy and change - Contribute to the development of strategy and support change initiatives by:  

  • Providing risk input and challenge on any strategy or plans, including whether they may exceed risk appetite.  

  • Providing appropriate second line challenge and support to individual projects to minimise disruption caused by unidentified risks or regulatory requirements.  

  • Report to the NorthStandard EU CEO and to its Board or its Risk Committee on risk exposures relative to its risk appetite and tolerance and the extent to which the risks inherent in any proposed business strategy and plans are consistent with that appetite and tolerance. 

Risk management framework - Develop, maintain and oversee the risk management framework (with appropriate alignment to the Group’s framework) which comprises strategies, processes and reporting procedures necessary to identify, measure, monitor, manage and report, on a continuous basis, risks at individual and aggregated level, and interdependencies, which is well integrated into decision making processes in the organisation, by:  

  • Supporting the development of the approach to risk and associated risk appetites and their and on-going monitoring.  

  • Ensuring the risk registers are kept up to date and relevant mitigating and / or preventative controls are reviewed and recorded, or any deficiencies appropriately reported.  

  • Ensuring the views of operational departments are considered and challenged through, for example, the work of the Group Enterprise Risk Management Committee.  

  • Providing an early warning of risk issues through the maintenance and monitoring of key risk indicators.  

  • Identifying new or emerging risks.  

  • Providing for a regular assessment of systems and controls to identify areas for improvement or refinement.  

  • In conjunction with the Group Chief Risk Officer, support the development and maintenance of an appropriate governance framework over the Group’s internal capital model which is used to evaluate and monitor the Group’s and the NorthStandard EU’s own risk profiles.  

  • Ensuring the effective and regular reporting of risk issues which provides the Board and management with clear insight on relevant risk issues.  

  • Taking responsibility for and overseeing the performance of the Own Risk and Solvency Assessment (ORSA) process which is consistent with regulatory requirements, and which includes associated stress tests.  

  • Ensuring the ORSA is completed in line with regulatory requirements. 

  • Generally support the Group Chief Risk Officer in overseeing the Group’s risk management framework, which includes the identification and management of the financial risks of climate change. 

Risk & Compliance Department - Support the Group Chief Risk Officer in the leadership and development of the Group Risk & Compliance department by: 

  • Supporting and, where appropriate, overseeing specific risk initiatives.  

  • Promoting the development and management of a commercial, collaborative and proportionate approach to the department’s activities.  

  • Seeking to ensure the Risk and Compliance department is appropriately resourced with a mix of skills which enables it to provide appropriate second line oversight and challenge across Group, and in particular, in relation to NorthStandard EU.  

  • Ensuring the department has access to appropriate learning and development which promotes continuous improvement in relation to risks and issues which are of relevance.  

  • Working with the Group’s Chief Compliance Officer to empower the Head of Compliance to develop and maintain a compliance programme to ensure the Group and, in particular, NorthStandard EU, meet applicable global regulatory requirements and standards. 

Relationship management - Ensure effective relationship management with key stakeholders by: 

  • Developing and maintaining a strong working relationship with the NorthStandard CEO and the Chairs of the NorthStandard EU Risk and Audit Committees.  

  • Ensuring departmental relationships with other relevant Committees which consider risk related issues are effectively managed.  

  • Promoting and developing strong working relationships with the Group’s Actuarial Function to ensure it is contributing effectively to the work of the risk function.  

  • Promoting and developing strong working relationships with the Internal Audit Function to promote the maintenance of a risk based internal audit programme which is proportionate and relevant to the entities. 

About you  

Skills/Qualifications/Experience 

Essential 

  • Educated to a post graduate level or equivalent (risk, finance, actuarial or legal discipline).  

  • Knowledge and experience of risk management best practice.  

  • Knowledge of capital and regulatory requirements.  

  • Managerial knowledge and experience.  

  • Ability to provide challenge and influence at all levels.  

  • Ability to communicate complex issues at all levels.  

  • Ability to maintain independence from operational functions.  

  • Analytical skill and understanding of risk.  

  • Broad commercial understanding and awareness.  

  • Proactive and self-motivated, with a commitment to high quality work. 

Desirable 

  • Project management skills and experience.  

  • Previously acted in an applicable financial services regulator approved role.
