Are you an experienced interim leader who thrives on pace, clarity and delivering meaningful change? Halton Housing is seeking a high‑impact Interim Head of Repairs & Maintenance to lead a critical phase of transformation across our Repairs and Maintenance service. 

With 7,000 homes, 330 colleagues and a reputation for doing things differently, we’re reshaping our operating model through our Refresh Project, and we need an interim who can bring expertise, stability and momentum. 

This is a role for someone who can hit the ground running, lead people through change, and deliver measurable improvements in customer experience, compliance and operational performance. 

You’ll be responsible for overseeing a team comprising two Maintenance Managers, one Void Manager, and one Habitations Manager, providing leadership, direction, and support to ensure service delivery is efficient, consistent, and aligned with organisational objectives.  

We offer a flexible hybrid working approach, blending homeworking with time spent in our modern Waterfront Point office. You’ll attend the office on a few occasions each week, giving you the opportunity to collaborate face-to-face while enjoying the flexibility of working from home, alongside flexibility in working hours to support a healthy work–life balance if required. 

 

Your Mission 

Over 12 months, you will: 

  • Lead and stabilise our responsive and voids repairs service 

  • Drive operational performance, ensuring right‑first‑time delivery and improved KPIs 

  • Implement key elements of our Refresh Project, reshaping how repairs are planned, delivered and monitored 

  • Strengthen compliance, including HHSRS, disrepair and the Human Habitation Act 

  • Embed a customer‑first culture, ensuring the customer voice shapes service delivery 

  • Provide confident leadership to colleagues and contractors during a period of change 

  • Use data and insight to drive pre‑emptive, proactive service improvements 

  • Ensure robust governance, risk management and budget control 

This is a hands‑on leadership role where your decisions will have immediate impact. 

What You Bring 

We’re looking for an interim who is: 

  • Highly experienced in Repairs & Maintenance leadership 

  • A strong housing background 

  • Comfortable leading teams through change and uncertainty 

  • Strong on compliance, safety and regulatory requirements 

  • Commercially sharp, with proven budget and risk management experience 

  • Confident influencing at Exec level and engaging with stakeholders 

  • Skilled at using data to drive operational decisions 

  • Able to quickly diagnose issues and implement practical solutions 

  • Proven experience in regulated environments, supporting In‑Depth Assessments (IDAs) by coordinating inspection documentation, evaluating compliance against regulatory frameworks, and implementing improvements aligned to inspection findings would be highly beneficial. 

  • Candidates will have experience of working within the requirements of Awaab’s Law, including managing damp and mould cases, meeting statutory repair timeframes, and ensuring compliance with regulatory standards. 

  • Experience working with repairs scheduling systems to log, prioritise, and track maintenance requests, ensuring adherence to service standards and statutory repair timescales. 

  • Significant experience of the Housing Health and Safety rating system (HHSRS), disrepair and the Human Habitation Act 2018. 

  • A full UK driving licence.
